Purchased at auction by this newspaper in 2018 from the estate of a Georgia banking family, with the auction house's catalogue entry, condition report, and bill of sale all held with the item. The lot was described as 'shooting-club papers'. Provenance before the family is unknown and we say so.

Excerpt
…it was agreed that the word 'central' should not appear in the draft, nor in any correspondence concerning the draft, nor in the title of the body proposed, and that the several reserve districts should be described as regional in character and independent in fact. Mr [NAME] observed that the arrangement would be understood by bankers and misunderstood by everyone else, and that this was the arrangement's chief merit.
Transcribed by the data desk. Line breaks follow the original. Bracketed matter is ours.
Editor's note
Four handwriting comparisons were commissioned by this newspaper from three examiners. Two found the hand consistent with a named attendee; one was unable to say. All three reports are available on request and all three examiners are named in the sources box.
